BEING AN ORDINANCE TO AMEND SALEM CITY CODIFIED ORDINANCE NO.355.03 TO ESTABLISH LIMITED PARKING IN THE CENTRAL PARKING DISTRICT, AND DECLARING AN EMERGENCY.
NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF SALEM, STATE OF OHIO:
SECTION 1:
That section 335.03, Salem Codified Ordinances, is hereby amended to read as follows:
"PARKING TIME LIMITS:
a) All "on-street" parking within the Central Parking District shall be unlimited to a period of
three (3) hours. These restrictions shall apply between the hours of 8:00 A.M. to 5:00 P.M.,
Monday through Friday excluding holidays. No "on-street" parking shall be allowed from 3 a.m.
to 5 a.m. daily.
b) Violation of the time limits within the Central Parking District shall result in the following:
(1) First Offense: (within a 12-month period) $5.00$10.00 if paid within 4 hours of the issuance
of a citation or $10.00 $20.00 if paid after 4 hours from time of issuance.
(2) Second Offense:
(within a 12-month period) $10.00 $15.00 if paid within 4 hours of the issuance of a citation or
$20.00$30.00 if paid after 4 hours of issuance.
SECTION 2:
Existing section 355.03 of Salem Codified Ordinances is hereby repealed.
SECTION 3:
This Council finds and determines that all formal actions of this Council concerning and relating to the adoption of this ordinance or resolution were adopted in an open meeting of this Council and that all deliberations of this Council and of any of its committees that resulted in those formal actions were in meetings open to the public in compliance with the law.
SECTION 4:
This ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health and safety in the City of Salem, and shall go into immediate effect for the reason that it is immediately necessary to amend the ordinance to facilitate parking in the downtown parking district.
