BEING AN ORDINANCE AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE TO ADVERTISE FOR BIDS AND ENTER INTO CONTRACTS FOR THE PURCHASE OF GASOLINE, DIESEL, TRAFFIC PAINT, AND ROAD SALT TO BE USED BY THE CITY OF SALEM FOR UP TO A ONE (1) YEAR PERIOD, AND DECLARING AN EMERGENCY.

NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF SALEM, STATE OF OHIO:

SECTION 1:

That the Director of Public Service be, and hereby is, authorized to advertise for bids and enter into contracts for the purchase of gasoline, diesel, traffic paint, and road salt to be used by the City of Salem. Said bids to be requested by these directors for six months or one year's supplies and the best buy determined and accepted by each lowest or best bidders after advertising of bids in conformity with the law.

SECTION 2:

This Council finds and determines that all formal actions of this Council concerning and relating to the adoption of this ordinance or resolution were adopted in an open meeting of this Council and that all deliberations of this Council and of any of its committees that resulted in those formal actions were in meetings open to the public in compliance with the law.

SECTION 3:

That this ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health and safety in the City of Salem, and shall go into immediate effect for the reason that it is immediately necessary to provide for the purchase of supplies and materials for the City of Salem in the bidding year beginning March 30, 1999.
