BEING AN ORDINANCE AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE TO HIRE HOWELLS AND BAIRD, INC., TO DRAFT A COMPLETE SET OF DRAWINGS FOR THE SOUTHEAST BOULEVARD RECONSTRUCTION PROJECT, FROM FRANKLIN AVENUE TO SOUTH LINCOLN AVENUE AND AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE TO ADVERTISE FOR BIDS AND ENTER INTO CONTRACTS FOR COMPLETION OF THAT PROJECT WITH SAID PROJECT BEING FUNDED ONE-HALF FROM THE CAPITAL IMPROVEMENT FUND AND ONE-HALF FROM THE OHIO PUBLIC WORKS COMMISSION LOAN FUND, AND DECLARING AN EMERGENCY.
NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF SALEM, STATE OF OHIO:
SECTION 1:
That the Director of Public Service, be and hereby is, authorized to hire Howells and Baird, Inc., to draft a complete set of drawings for the Southeast Boulevard Reconstruction Project, from Franklin Avenue to South Lincoln Avenue and the Director of Public Service is authorized to advertise for bids and enter into contracts for completion of that project with said project being funded one-half from the Capital Improvement Fund and one-half from the Ohio Public Works Commission Loan Fund.
SECTION 2:
This Council finds and determines that all formal actions of this Council concerning and relating to the adoption of this resolution were adopted in an open meeting of this Council and that all deliberations of this Council and of any of its committees that resulted in those formal actions were in meetings open to the public in compliance with the law.
SECTION 3:
That this ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health and safety in the City of Salem, and shall go into immediate effect for the reason that it is immediately necessary to accomplish projects during the construction season.
