BEING AN ORDINANCE AUTHORIZING THE MAYOR TO MAKE APPLICATION TO THE OHIO DEPARTMENT OF DEVELOPMENT, OFFICE OF HOUSING & COMMUNITY PARTNERSHIPS FOR FINANCIAL ASSISTANCE UNDER THE STATE OF OHIO'S FY 2000 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR AN OHIO COMMUNITY HOUSING IMPROVEMENT PROGRAM GRANT, AND DECLARING AN EMERGENCY.

WHEREAS, the purpose of the Community Housing Improvement Program is to provide funds to communities on a comprehensive basis for housing rehabilitation projects which provide improved housing primarily for low and moderate income individuals and related activities pursuant to the housing and Community Development Act of 1974, and the National Affordable Housing Act of 1990; and

WHEREAS, the City of Salem, Ohio is eligible to file applications for funding under the Ohio Community Housing Improvement Program; and

WHEREAS, Salem is desirous of obtaining assistance available under the Ohio Community Housing Improvement Program to provide improved housing conditions and opportunities and to address local community development needs designed to aid in the prevention of slums and blight.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF SALEM, STATE OF OHIO:

SECTION 1:

That the Mayor is hereby authorized and directed to make application to the Ohio Department of Development for the financial assistance under the Ohio FY 2000 Community Development Block Grant Program for an Ohio Community Housing Improvement Program Grant.

SECTION 2:

That the mayor is also authorized and directed to furnish such information as the Ohio Department of Development may reasonably request in conjunction with the application submitted and further, that the Mayor is authorized to accept an offer of grant which may be tendered by the Ohio Department of Development.

SECTION 3:

This Council finds and determines that all formal actions of this Council concerning and relating to the adoption of this resolution were adopted in an open meeting of this Council and that all deliberations of this Council and of any of its committees that resulted in those formal actions were in meetings open to the public in compliance with the law.

SECTION 4:

That this Ordinance is hereby declared to be an emergency measure made necessary to protect the health, safety and welfare of said City of Salem and to allow for assistance under the CDBG Program that is needed to aid in the orderly development of the Community; and it shall, therefore be in force and take effect immediately upon its passage and signature by the Mayor.
